In Louisiana, there is constant road construction. So much so that there are orange cones on almost all the major roads mostly in South La.
The joke there is that the unofficial flag is the orange cone. The state bird is the mosquito.

We prefer "Messing with the damn road again" rather than construction. Construction would imply fixing or building something to last.
