An opt out feature is not a mandate. An opt out feature forces parents to examine the merits of the vacination and decide for themselves. An opt in feature doesn’t encourage parents to look into the issue and decide for themselves.

Gardisil is not an evil drug that some would portray it to be. There are pros and cons. A parent should, however, look into it and decide for themselves if they want their daughter to have it. Unfortunately most won’t have the incentive to do so and won’t.

I agree about the opt out option. Santorum brought that up and I thought it was an effective attack against Perry and I like Perry. It should have been an opt in program, not an opt out program. If Perry would have clarified that he should have went through the legislature (which he did) and he should have made it an opt in program (which he didn't), I think he would have come out a lot stronger in this debate. Santorum also scored some points by explaining that mandated vaccines should only be for communicable diseases to protect the public at large. Like the flu, mumps, measles etc..
