I think the poster was implying that the only reason anyone would watch one was to fantasize about sex with a pre-pubescent girl. However, as I said, that’s idiotic ... like saying that was the only reason people read Dickens’ sentimental tales in their day. One either appreciates the tap-dancing or not, of course, but many of Shirley Temple’s early movies are cute comedies or involving dramas on their own terms, as well as (up to 80 years later) interesting as period pieces.
As a generalization, I find movies from the 1930s and 1940s much more intelligent and adult (as opposed to adolescent) than almost anything made today. For one thing, they tended to realistically depict the bad consequences to children of adult irresponsibility.
A normal person looking at a Shirley Temple film sees a little girl. A pedophile sees something else. That’s reality.
