He is as much "right" about that as he is on repealing zer()care. He says emphatically, "ON MY FIRST DAY IN OFFICE I'M REPEALING OBAMACARE". [he can say that 10,000 times, and then a guy like Norm Coleman negates it in one interview].
Just the same as what Romeny says about the palee's.
Based on what I've seen, he's the only one serious about it. Of course this is exactly why the insiders from both parties have no desire to see someone like him elected.
