“Poor” is not a protected class. You’re absolutely right. I don’t see anything in the US Constitution that says the poor (or rich for that matter) get different treatment under the law from everyone else.
we wrote the law so that the poor could get an ID without paying anything.
there is no burden when it’s free for the poor.
