That might not be as far-fetched as you think. Didn't Virginia just eliminate their fuel tax last year and make up for the lost revenue by applying the state sales tax to fuel?

We're all users and are all already paying. Fuel taxes are included in the costs of goods and services that move by road.

I'm curious as to why you consider this a flaw. I'd consider anything that reduces taxes to the citizen to be an advantage or a strength.

How is a fuel tax paid by everyone? Only those who buy fuel (presumably to power their motor vehicles) pay the tax.
