'conditional'......What does that mean?.......... But the administration contends that as long as Shell passes a final set of permit reviews, it can proceed to drill this summer. .............must pass final set of permit reviews. So not a done deal?

Drilling in the Arctic is fine, as long as its the Dutch and Arabs doing it.

This approval comes late and at a time when cheaper oil prices mean Shell won’t do the drilling. the request came when $90+ oil would pay for drilling in the harsh weather area. Now, at minus 490 oil prices, it makes drilling unprofitable.
The “approval” is meaningless, just as Obama’s presidency is bogus.
