This is too easy. The winner of the election is most often the one who promises the most "investment" or "benefit" out of the public treasury, to the gibsmedat voting block. Trump doesn't have to promise to spend his own money, the measure is how much of other people's money he is willing to give away.
No that that is maddening enough, but it is Congress, not the president, that is the spendthrift.

Of course indications are it’s not so much the money you spend as it is the money you get. IE that campaign donations are the most accurate pre-election poll, that the guy who gets the most people to give him money will also get the most people to give him votes. Spend all you want Donald, if people don’t like you, people don’t like you.

I think everyone likes to compare him to Perot or someone else, or think of some grand conspiracy between him and Jeb or him and Hillary, but the guy’s been pretty vocal for the last 10 years or so about political issues.
