AG Jim Hood is the only statewide elected public official who ran as a democrat in Mississippi, there are some other democrats that got elected statewide but they run as Republicans, Thad Cochran and Roger Wicker to name a couple.

Jim Hood is the Obama shill Democrat within the administration of the Mississippi state government. He has been at odds with the Gov, Lt Gov, and several of the government officials. He does Obama’s will.

Here's the scoop:
"A marriage license is a document issued, either by a church or state authority, authorizing a couple to marry."
SCOTUS has ruled that marriage is a right and the state can't discriminate between opposite sex and same sex marriage.
In order to preserve their religious liberties, churches need to get out of the business of issuing marriage licenses.

CHurches can have ceremonies wherein those getting married to affirm their belief in God and they will turn away from sin.
Otherwise, no affirmation no ceremony.
