Obama freezes drilling in Arctic until 2017

Citing "low industry interest," the Interior Department announced a freeze Friday on oil and gas drilling in the Arctic Ocean off Alaska until at least 2017.

Let’s just say it is going to be less than it would have been. Shell pulled out the other day when they hit a dry well. The exorbitant costs were not worth the risks at the present time due to the collapse of the oil and gas pricing.

It’s only about the oil and gas deposits well within U.S. jurisdiction, and it concerns the extremely high costs of discovery drilling in the Arctic and the Federal sale of the mineral leases versus whether or not sufficient profit can be earned when they have already had one extremely dry hole in the formation that was supposed to be so promising. Shell has already been trimming costs to weather the collapse of oil prices, so this very expensive dry well does nothing to inspire confidence in earning any money developing the field at this point in time and the bad world economy.

This area of drilling is located in the US's Exclusive Economic Zone(EEZ), which extends out 200 N miles and is granted to all nations by UNCLOS.

The US, Russia, Canada, Denmark(Greenland), and Norway have their respective EEZs in Arctic waters.

UNCLOS also allows nations to claim submerged land that extend out beyond the 200 N mile EEZ, if that submerged land is an extension the nation's shelf, but that nation has to have the technical data to prove it part of their shelf.

In the Arctic there is the Lomonosov ridge, which extends from the Canadian-Greenland border to Russia, passing almost directly over the north pole. All 3 nations have claimed that the Lomonosov ridge is an extension of their shelf so all 3 have overlapping claims on this ridge.

The US makes no claims on the ridge but says the ridge is not an extension of Canada's, Denmark's, or Russia's shelf and is in international waters under the control of UNCLOS.

Russia was the first to claim the ridge(2008) under the protocols of UNCLOS, but the claim was rejected by UNCLOS because the Russia's data was insufficient. Russia would develop more data and resubmit their claim, which is where it stands.

The US likely has the data that contradicts Russia's claim, but because the US has never ratified UNCLOS, we don't have a seat on the technical committee and no way to submit the data that disputes Russia's claim. Or Canada's and Denmark's claim.

It could be that eventually Russia, Canada, and Denmark negotiate a deal in which they split up the ridge, each getting a share.

In other words, of the multi-well program, they drilled the last well first. Bummer. I’ve been on a couple of those.

Isn’t that rather odd? If there is low industry interest, why would a freeze be warranted? Wouldn’t the lack of interest take care of not drilling? Must be another reason, as usual, with this impostor.
