Gov. Andrew Cuomo has rejected a proposal to build a liquefied natural gas terminal in the waters off New York and New Jersey, effectively killing the project amid an outcry from residents of some coastal communities that it could endanger the environment and be a target for terrorists.
The deep-water docking station known as Port Ambrose was to be built 19 miles off Jones Beach on Long Island and 29 miles off Long Brach, New Jersey. Liberty Natural Gas LLC, the company vying to develop Port Ambrose, said the port would allow it to inject natural gas into the New York-area pipeline, which could lower home heating bills there, among the most expensive in the nation.
The company had been trying for years to obtain approval from the federal Maritime Administration to operate the facility. But federal regulations require the governors of the neighboring states -- New York and New Jersey -- to approve the project. According to the regulations, either governor could object to the proposal, forcing the agency to deny Liberty's application.
"My administration carefully reviewed this project from all angles, and we have determined that the security and economic risks far outweigh any potential benefits," Cuomo said in a statement. "Superstorm Sandy taught us how quickly things can go from bad to worse when major infrastructure fails - and the potential for disaster with this project during extreme weather or amid other security risks is simply unacceptable."

Port Ambrose is designed to provide the necessary infrastructure to safely deliver additional, diverse supplies of natural gas directly into the growing markets in the downstate, New York City and Long Island areas to help meet existing and future load requirements, particularly during periods of peak winter and summer demand.
How it Works
Port Ambrose is a deepwater port consisting of a submerged buoy system for natural gas deliveries that will be located in federal waters approximately 19 miles from the New York shore.
Liquefied Natural Gas (LNG) supplies will arrive at Port Ambrose via specially designed Shuttle & Regasification Vessels (SRVs). Once the SRV is connected to the submerged buoy system, the LNG will be re-gasified on board and natural gas will be transferred into a new twenty-two mile subsea pipeline that will connect offshore into the existing Transco Lower New York Bay Lateral pipeline serving Long Island and New York City.

If terrorists blew it up at night, it would probably be visible from shore, but it certainly wouldn't impact anything on land. Put in a couple of one way valves on the pipeline itself, and it would probably burn out in just a few minutes.

Yep, it’s far more important to build a a gazillion dollar wall to “protect” NY from an ocean rise that could take a few thousand years to materialize (if ever) than provide 20 million people with electricity and heating for their homes and businesses.

Cuomo and the anti-CO2 greenies are nuts. The North East US heats with fuel oil and electricity from mostly coal fired plants as natural gas service is limited due to lack of pipeline from the Mid West & beyond to bring in the gas.
Cuomo has already said no to gas drilling in NY State shale deposits and now no to this gas terminal which would have brought more natural gas to NY & NJ. If greenies want less CO2, natural gas puts out less than burning fuel oil & coal.
LNG won’t even ignite, let alone explode.
First it has to be warmed up to a vapor. Then it has to be diluted down to 5~15% concentration with air. It is significantly slighter than air, so it rises up away from the ground.
Natural Gas contained inside a building already filled with air can be explosive. But tanks containing LNG, or vaporized Natural Gas have to first be mixed with a lot of air.
