Was this expenditure directly authorized by Congress?

If not a specifically authorized item, but taken out of a more or less general slush fund at the President’s discretion, what are the details of said discretionary funding?

That’s not what will happen, though. Republicans will make a lot of noise “opposing” this, speeches and press releases, Fox news commentary, complaints of obstructionism from CNN,then they will vote for it like they had always planned to.

Many people will think that the Republicans opposed it and fought hard to stop it, without realizing they have been fooled again.
