I think so as well; USGS is usually quite on top of multiple quakes happening within quick succession, and more so, they are rarely conservative in their magnitude until well after the fact.
I wonder why only one event is listed, and of a lesser magnitude with their PAGER system showing severe damage?

That 7.1 magnitude quake only 6.2 miles below the surface will cause substantial damage to the city of Kumamoto itself. That close to the surface and even with Japan's strict seismic safety codes, the casualty toll is going to be quite high. :-(
