U.S. Vice President Biden told Ukrainian President Petro Poroshenko in a call on Friday that the United States is prepared to move forward with a third loan guarantee agreement to support reforms against corruption, the White House said.
The United States promised the third $1 billion loan guarantee in November, but it was contingent on progress on reforms and fighting corruption.
Biden also welcomed the appointment of a new prosecutor general in Ukraine as "an important first step to bringing much needed reform," to the prosecutor general office. Ukrainian lawmakers on Thursday appointed Yuriy Lutsenko, a close ally of Poroshenko, to the position.

Who in congress approves the potential outlays of money to guarantee loans like this if they turn out to be “non-performing”? Where would the money come from? Or is it that the Federal Reserve would just print the money with a few key stokes? Our government spends money with abandon and nobody seems to know or care where it comes from.

Hey Ukraine, I've got a great idea. Just get YOUR loan, from the same place we get our loan.
It seems that plenty of money always materializes whenever the White House wants to spend it. Nobody in congress asks any questions and certainly the media ignores it altogether.
Creative accounting usually gets companies in serious trouble and is an indication of declining fundamentals. I believe the same thing is happening in the U.S. and will lead to financial catastrophe. It will happen quickly when the damn breaks. There is no political will to stop the spending and how many tools other than money printing does the Fed have left? Its not going to end well.

The company where Biden’s son is a director is 3% of Ukrainian gas production. Russian propaganda said it is a large company and made implications from that, but it isn’t large.
Some people actually say Joe Biden is a nice guy. That sounds like fake news to me.
