He is the distraction, the cover, and will now be the sacrifice. The actual shooters will get away, because they are pro's.
My guess, too. He looks like a mall ninja. Wearing shorts, no eye protection, no extra ammo. I don't think someone would shoot paper targets with a .22 dressed like that.

I thought as much. I stated he seems to not be connected because he is street level and the shooters are from a parking garage or high area. He was probably carrying a rifle to make a political point and not involved - with that said - he needs to be found - he is now a person of interest.
