My guess, too. He looks like a mall ninja. Wearing shorts, no eye protection, no extra ammo. I don't think someone would shoot paper targets with a .22 dressed like that.

Perhaps. I’m pretty sure in Texas, you can’t carry a loaded rifle, and one picture clearly shows a magazine in it.
