So long as they pay the appropriate royalty fee to AASCAP Trumps campaign does not need their permission. Yeah they do. ASCAP licenses generally have exceptions for political events. The band members could theoretically sue but their damages from a one-time occurrence would be almost impossible to prove. Trump's campaign should drop the song and move on.
