West Virginia had to raise the drinking age to 21 to keep alcohol out of the elementary schools. Old joke ;)

West Virginia had to raise the drinking age to 21 to keep alcohol out of the elementary schools Every state had to do that thanks to Federal extortion threatening to withhold highway funding unless the legislation was passed.
Same thing for the nationwide 0.08 BAC standard
MADD found it cheaper and easier to persuade one legislative body rather than 50.
