Unless things have changed in the last 20 years or so Canadian universities are very difficult to get into academically and they don’t have sports teams beyond the intramural level, so no scholarship based on athletics.

No USA nor Canadian Government scholarships either. The only ones available will be those provided by the schools and I can pretty well guarantee you that those will NOT be available for USA citizens.
No student loans either.
Go to Canada for college and it is on YOUR dime (or your mommy and daddy’s).
