Obama didn’t cause the rise of Iran. As Trump has said over and over again, Bush caused it by taking out Iran’s no 1 enemy, Saddam. After our invasion, Iraq became Iran’s closest ally. We installed Shiites as leaders; they had been living in Iran as exiles during Saddams reign
Bush's 2007 surge actually worked and cleared out the Sunni militants that became ISIS who were reduced to a splinter group in eastern Syria.
When Obama came in to office he withdrew the American troops and Sunni's in Northern Iraq actually welcomed the militants return to counter the abuses of the Shia controlled military.
Then ISIS shattered the Iraqi army and the only troops that could be counted on were Shia Militias, the best of which were Iranian controlled.
Those that weren't or resisted Iranian control were used as cannon fodder when retaking ISIS strongholds.
Of course Obama bombing those ISIS stronghold actually only strengthened Iranian control of the country.
