What I don’t understand is if one President can bypass our system (congress) and unilaterally make a policy/law; why can’t the next President unilaterally undo it the same way?

Trump can undo it, any time he wants to, as long as his new policy rigorously follows the exact language in INA 1965.
The problem is, Trump does not want to deport the non-criminal DACA kids.

It’s like Obamacare being a tax but I cannot deduct the fees I pay for that tax OFF my taxes.
