I think that each deportation should begin at a height of zero, that is, they get to leave by foot, truck, bus train at roughly ground level.
The next deportations should be at 1000 feet and so on, each one being 1000 feet higher than ground level. To accommodate that, each one should be by bomber style aircraft say a B-25 Mitchell from WW2. If they survive to the 5000 foot level, the next one should be by circus style cannon with a height of at least 5000 in the trajectory.
