I think those killed also include quite a lot of ordinary construction crews such as those from prison camps. On-site technical crews are the definite possibility. Beyond that, I don't know.

Ordinary construction crew deaths are of no consequence to Kim. On-site technical crews should have a top scientist or two directing them and inspecting their works in difficult situations - which was likely just prior to the collapse. Loss of one or more of those scientists left a mark.
