The last batch they lit off had advanced fibre-wound structural shells - Kimmie ain't building those in his garage. That takes a level of manufacturing tech sophistication that not just anyone would have the capability for. I know that the Russians have been supplying NK the technology for missiles from the middle range to the first ICBM since the early 80’s.
