I can say this...when the Oil people to PA. hiring for truck drivers etc. wtc. they could NOT find enough people...so they opened training at the unemployment offices to sign up for those. Far too many would not. It was easier to collect unemployment or stay on the welfare rolls.

However, few would call this ‘winning’. Not when these ‘folks’ are invited into this land and ESPECIALLY the fact that once here, they seldom leave.
