Just more virtue signaling going on here.

How much state employee travel is there to Oklahoma from California in the first place?

I recall a few years ago, LA instituted a ban on doing business with Arizona. This was the protest in Arizona’s law in dealing with illegals.

Then, it was discovered that LA gets about 25% of its electricity from Arizona. At that point they decided to rescind the ban on business with Arizona.

In that case, they were willing to make a symbolic statement as long as there was no real sacrifice involved.

But LA decided not to make their political statement against Arizona, because the thought of rolling blackouts or brownouts in the hot LA summer was too much to bear.

Or to look at another way, it’s easy to make a political statement if there are no real consequences to such a statement.

Actually, the mayor and city council members wanted to keep their jobs.

pity Arizona couldn’t prove the ignorance of LA’s decision by causing rolling blackouts.

It IS virtue signaling, empty virtue signaling because the state has already violated the ban on several occasions for one excuse or another, mostly for sporting events.
