With most programs, that’s true. If the Congress won’t authorize the money, the president can do little.
But this case is different. As Freepers Hojczyk and Mr. K both said, troops on the border can be used in place of a wall. And as C-in-C, Trump can order this without Congress’ permission.
If the border is still porous in 2020, Trump will own that failure.
Hence my last sentence in my comment.
...and put troops on the border and when the media and libs scream about that, let Trump say, “I’ll take the troops off the border when I get XX dollars to build the wall, stop chain migration, etc., etc.”.
