I keep wondering if the delays are also due somehow to McCain being unable to be physically present for a vote - either because he’s already dead or extremely weak.
But I know Upchuck has his own reasons for the delay, namely, to see how the mid terms pan out.

In fact, for his own well-being he needs to have all sharp objects removed from his possession, and to have a nanny assigned to watch over him to make sure that he doesn’t damage anything when he throws his food from his high-chair table, or when he knocks over his little sippy cup.
