If you alter the image of a real state ID.... I was thinking, suppose somebody made a bogus $100 bill and got reported to the US Treasury, and said, "I wasn't going to use it....." Somehow I suspect that person would be in trouble.
The crime wouldn't be trying to fool FB, but maybe just the possession of an altered state document.
Currency is a whole different world. A teacher got in trouble for taking a 1 dollar bill, putting her picture and school name on it and printing it on pink paper, It was so modified that you would never believed it was real. It was some sort of award system for her classroom, students would earn them for whatever reasons.
I did it like three or four years ago, so far the Fakebook police haven’t raided my house. And the template I used was the sample driver’s license that the state of NJ publishes so people know what a NJ license looks like. I used Obama’s picture for the picture. I used MS-PAINT as the editor, I copied it on a black and white copier, and then re copied the copy and then did it again. And then I scanned it as a jpeg. It looked like crap, and they accepted it. So the people looking at these have to be idiots in India or someplace.
