I don’t think Mexico has any laws forbidding paying for another’s bus transportation.

At the moment, that's true, because they haven't gotten to the US. But when they do, as they certainly are being encouraged to, it becomes our problem. And, anyone who has caused that problem should be subject to prosecution.
