Assistance is not monitored at all. I have heard from friends that ballots arrive at assisted living facilities and one of the caretakers take them and fills the all out. Depending on the population, that gives one person a lot of votes either way.
That is not reassuring.
As more and more voters due to age, physical disabilities or other reasons use absentee ballots there should be close monitoring.
