He lost because he was more of a caretaker President without vision than a true leader. He was uninspiring and he was not a true conservative.
He was a good VP for Reagan though.

‘41’ was a congenial and decent man but not exactly a strong leader. His years as an Ambassador and head of the CIA trained him more to be a bureaucrat. He had a strong approval rating throughout his presidency, but his “be nice” attitude toward the normal media abuse republicans receive let Clinton move in and take over.
