The incoming chairman of the House Rules Committee, Rep. Jim McGovern (D., Mass.), confirmed to colleagues on Wednesday that he would not honor the three-fifths supermajority requirement to raise income taxes, as reported by the Washington Post.
The change comes after a standoff between Pelosi and her moderate allies in the Democratic conference, such as incoming Ways and Means Committee chairman Richard Neal (Mass.), and younger, more progressive members like Rep.-elect Alexandria Ocasio-Cortez (N.Y.).
In November Pelosi and Neal initially proposed keeping the three-fifths supermajority rule for income tax increases "on the lowest-earning 80 percent of taxpayers." That notion, however, met stern opposition from Ocasio-Cortez and other progressives because it would severely constrain the ability of House Democrats to find new revenue sources to fund measures like universal health care and free college tuition.
A number of progressive organizations that had been strong allies of Pelosi and the Democratic leadership broke ranks on the issue and sided with the progressive politicians.

And yet inexplicably the GOP somehow FAILED TO RAISE THIS POINT during the election.
Whoop-ti-doo. Taxes don’t get raised until legislation that passes the Senate is signed into law. Eat it, House.
They’ll simply bury tax increases in must sign legislation.
The 2020 campaign commercials are already writing themselves...
Can someone tell AOC that a tax increase requires passage in the Senate and signature by the President. Democrats in the House can pass tax increase every day of the week and they will go nowhere.
Standard Operating Procedure with Dems. If they can’t win the normal way, then they change the rules to suit their needs. They do it all the time. And if changing the rules doesn’t help their cause...they’ll lie, cheat and commit fraud to gain their desired end.
Dog and pony show from the Dems for the next two years. They will propose every lunatic fringe groups legislation knowing none of these bills will even be voted on in the Senate.
Waste of taxpayers money ... but they cant give a few billion to build a wall.
President Trump won't sign anything that has a tax increase or other stinky stuff attached to it.
Bush League Republicans still control the NRSC and NRCC and they wanted to lose the House.
They saw it as the only way to stop Trump from reversing the Bush Plan for North Mexico (aka USA).
The GOP didn’t use this Dem approach when they could have got so much through had they dropped the 60-vote requirement in the Senate.
But of course the GOPe is controlled opposition that has no intention of doing what it runs and is elected on.
How many House RATs got in via voter fraud?
I would hope so, but would congress override him? I suppose it depends on the legislation involved.
I would think that the Senate would not be dumb enough to allow tax increases, especially if it required a veto override, but you never can tell with that pack of mendacious narcissists.
AND when the new rules are applied to THEM, it’s just politics on the part of the EVEEEEL Republicans.
DOA in the Senate.
Let them raise taxes.
If they did, the democrats were claiming, falsely, that the tax cuts were only for the rich and for those evil corporations.
Yep.
So this is how Nancy got the progressives to vote for her as speaker.
They want to strangle the economy. Of course.
If only the rich could be taxed, none of us would be worse off.
Oh wait - look at Venezuela. Socialism works beautifully when every one but the elite are equal.
The Democrat plan for Americas future.
I wish the Senate GOP would change the 60 vote rule. I guess they think if they don’t, the democrats won’t when they are a majority.
