It's not a "jail break". It allows judges more leeway. It lowers the life sentence for 3 strikes to 25 years. It is not retroactive.
It's my understanding, from MSM sources, that thousands of “non-violent” felons would become eligible for immediate release.
Since 96% of federal inmates have pleaded guilty to a reduced charge, "early release" strikes me as an insane idea.
