"The real question is what’s motivating Becerra here?" Control. All socialists crave control. In this case, charging and convicting PG&E would bankrupt the utility, allowing the State to step in and take control. Then they could solve "climate change" by raising rates through the roof, and only allowing energy use for "responsible" industries and individuals, while denying it to all others.
Don't think for a moment this is not their end goal.

I agree. PG&E is so heavily regulated that it’s practically an agency of the state already. Maybe they want to go all the way and quasi-nationalize it
