The racial demographics are significantly different. Houston’s black population is roughly 1/4. Chicago’s is 1/3. Hispanics are maybe twice as murderous as whites. Blacks are about 10x (once you filter out white Hispanics, many of whom are mixed - about 50% white and 50% Indio).
