She lives in one of the most expensive counties in the entire USA. Subsidized by the taxpayer. There are a lot of cheaper places to live in VA.
Hmmm...how old is she? 32-40?...says recent health issues are a problem. Maybe she was enjoying the benefits of welfare food a bit much before and is getting smarter about food planning, MAYBE?
Ever since I started working serious jobs full time, there has been exactly one time, two years ago, when I did not have to move for a better job. Everyone of those moves was out of state, save one, and that one was out of the country.

90% of the country is cheaper...her money will go further. Move.
She needs to learn some life skills. I learned, my parents were children of the Great Depression.
I raised 3 boys sans child support and Food Stamps on $3.50 and hr to begin with, never earning more than $5.00 after 7 yrs. Worked sick, no real usable health ins. back then. They never went hungry, might not always have like all that Mac N cheese with a hot dog, but if that was what was available that is what you ate. Then we lived in a $65 a month shack, still paid the Utilities, car ins and a used car payment dad had to co-sign for. Didn’t take vacations either. Used rummage sales for clothes. Didn’t have a land line even. Yeah, I’m that old, I’ve got 6 G. Grands.
