Does 1/1024th “black” make a person “black?”

Apparently it makes E. Warren Cherokee so it would also make someone black I suppose. Therefore I with my milk white skin, bluish hazel eyes, B negative blood and a Confederate great grandfather can proudly claim to be a Zulu. When do I get my reparations?
