Yes they do and what a pain it is.
I was managing a YUGE mine construction project in BC and lost my food service manager, (camp of 2,000) for three months so he could be home in Quebec, eh, with his new kid.
The guy was superb at his job and we nearly had a riot and general strike because of the goofball "managers" the contractor kept rotating in to take his place.
