Technology theft and other unfair business practices originating from China are costing the American economy more than $57 billion a year, White House officials believe, and they expect that figure to grow.
Yet an investigation by NPR and FRONTLINE into why three successive administrations failed to stop cyberhacking from China found an unlikely obstacle for the government the victims themselves.
In dozens of interviews with U.S. government and business representatives, officials involved in commerce with China said hacking and theft were an open secret for almost two decades, allowed to quietly continue because U.S. companies had too much money at stake to make waves.
Wendy Cutler, who was a veteran negotiator at the Office of the U.S. Trade Representative, says it wasnt just that U.S. businesses were hesitant to come forward in specific cases. She says businesses didnt want the trade office to take any strong action.
We are not as effective if we dont have the U.S. business community supporting us, she says. Looking back on it, in retrospect, I think we probably should have been more active and more responsive. We kind of lost the big picture of what was really happening.
None of the dozens of companies or organizations that NPR reached out to that have been victims of theft or corporate espionage originating from China would go on the record.
And for its part, the Chinese government officially denied to NPR and FRONTLINE that it has been involved in such practices.
But thats not what former U.S. Attorney David Hickton found. When he took over in the Western District of Pennsylvania in 2010, he says, he was inundated with calls from companies saying they suspected China might be inside their computer systems.

NPR finally got one right.
Half the Chinese in Silicon Valley are spying on us.
The other half are spying on them!
Old Silicon Valley saying dating back at least until the early 1980s...
This country has lost its sense of patriotism and honor. In the old days a company or individual that colluded with the enemy knowingly or by ommission was called a traitor. They would sell their granny for a nickel.
The US Supreme Court knows this and DOES NOTHING.
Why? Whose side are they really on?
Not the USA.
So true, Null.
And to think conservatives created the State Dept EB-5 program that encouraged tens of thousands of PLA agents to buy a path to citizenship for a mere $500k real estate investment (which the Nat’l Realtors getting 6% commissions on 130 Billion) - grossly inflating California affordability be damned!
Oh, and pay no mind to the Chinese PLA spy agent Confucious Student Associations on hundreds of US colleges and universities.
Yup, China’s our forever friend.

Not just in Silicon Valley, but in every cutting edge industry. They came here as students and post-docs some became citizens and they have stolen and continue to steal.
Their spy network on the ground in the US is quite established.
I gave a talk about this type of espionage to a group of universities quite some time ago, and it was not well received by some in the audience.. Why? They had a ton of students/Postdocs and visiting scholars at their universities.
I once worked for a company that the ChiComs were known to be circumventing the licensing system, but that company did nothing out of a fear of losing future sales ....
Any Chinese Master’s and Doctorate student in a STEM program are trying to get into the university’s research programs. What they learn and steal will move up on the CCP food-chain.
Everyone should be thrown out of STEM programs.
been there sneaky bastards they are
Right now its just costing us economically but, if things keep going the direction they are, it could end up costing us everything
Oh I agree completely.
Completely.
This all points to 0bama years and they were oh so successful with the Norks and Iran?
OK, we have been hammered, what about the Euros? Where they also cleaned out?
“I think ALL Chinese expats are required to make some attempt to spy, whether they really want to or not. Trust none of them with anything sensitive, business or otherwise. None of them. Even if they aren’t professional spies they are required to report back.”
And what about the Chinese mother f*ckers in our Congress today? Do you really think that they are Americans a heart? I sure as hell don’t !
This BS gets tiresome; for decades we’ve been educating masses of Red Chinese students in our universities, so the whole Cold War boogeyman thing doesn’t fly. Along the same vein, it is ridiculous to position Putin’s Russia as a political boogeyman when they are the only means for our astronauts to get back and forth from the international space station - it is on Russian rockets.
Pure theater or us little people...nobody is going to do anything about it.
We are not as effective if we dont have the U.S. business community supporting us,
They need the higher education industry supporting them instead...
China importing and paying full tuition for their students to American universities. University administrations are invited to China to pick from the litter and fill their pockets. These students are Chinese government property and are used to land jobs in companies where they can steal corporate secrets and be used as spys. Its out of control
