How did they have time to do this at the same time that they were attempting to overthrow the President?

"Kimberly Del Greco, a deputy assistant director at the FBI, said the bureau has strict policies for using facial recognition. She said it is used only when there is an active FBI investigation or an assessment, which can precede a formal investigation"
There were also "strict rules" for Fisa, but that didn't seem to mean much when it came to spying on a presidential candidate.

A friend caused a minor fecal storm at the local DMV while renewing his Driver’s License..
When they asked to pose for a picture for his new license, he said no, because CA DMV had his mug shots on life for decades.
Also, the FBI could provide an up today picture of him if needed. Also, the CIA had his passport photos.
He finally submitted to another photo.

I don’t believe for one second they have access to 640 million photos.
6.4 billion is slightly more believable.
I would believe 64 billion in a heartbeat.

"...Kimberly Del Greco, a deputy assistant director at the FBI, said the bureau has strict policies for using facial recognition..."Ah. Just like the strict policies involving verifying intelligence data before taking it to a FISA court.
I feel much safer now.

Having served in the Armed Forces, been issued a driver's license, filed tax returns, been granted a firearms license and been issued a passport I assume that the United States Government knows more about me than my mother does.
And knowing that most of the individuals having access to my personal data are Rats,or Rat sympathizers, doesn't fill me with confidence.
Not one bit of confidence in fact.
