There is no Deep State panic. They are successfully running out the clock and everybody inside the beltway knows it. At this point all POTUS can do is get reelected because his own party will not support criminal prosecution of Democrats.

What is happening is like the body rejecting a transplanted organ, the body in this case being the Deep State and the transplant being President Trump.
Trump's government hasn't "taken", it is infiltrated by natural killer cells that mediate rejection, and where it counts it is barely functional.
I think President Trump misunderstood how much the discretionary power of his office depended on the willing cooperation of others - and, as a novice politician, he expected elected Republicans (including VP Pence BTW) to make those connections and help him along.
Needless to say, it is elected Republicans that pose the greatest obstacle to his success.
