He REALLY wanted to be president and I don’t think that has gone away.
Why is there a debate about him being eligible or ineligible to run?

I think you’re the only never-Cruzer (for president) on this forum I can hold with deep respect. While I disagree with you on Cruz’s eligibility, your arguments are strong and principled. In fact, at one time Cruz questioned his own eligibility, so for even those of us who consider him eligible, it is not an open and shut case. Trump handled this issue with perfect finesse during the 2016 campaign.
While I like Cruz a lot as a senator, and I voted for him in the 2016 primary, I doubt his ongoing presidential aspirations have much of a chance.
