I had a neighbor that had a working black powder civil war style cannon and we live in NY. I am not sure if it was an actual civil war cannon or a reproduction but I imagine it could do a lot of damage when deployed. The barrel was about 3” in diameter if I remember correctly.

I believe a person can own a modern battle tank if he can afford one. So, I am not sure what he is talking about.
At the very minimum a person should be allowed to own the standard field rifle of the current military or its equivalent.
