WASHINGTON, Nov 4 (Reuters) - Two U.S. career diplomats told the Trump impeachment inquiry that they did not feel supported by the State Department under President Donald Trump and that the department was being used for domestic political purposes, according to transcripts of their testimony released on Monday.

The Democratic-led House of Representatives investigation into the Republican president is focused on a phone call in July in which Trump asked Ukrainian President Volodymyr Zelenskiy to investigate political rival Joe Biden, a former vice president and contender for the Democratic Party nomination to run against him in the November 2020 election...

"There is no reason to call witnesses to analyze my words and meaning," Trump tweeted on Monday.

No sh!t sherlock! Making US Foreign policy of America First is Trump's domestic political purpose. And the President is the one that sets foreign policy.

It’s funny. I believe LTC Vindman was upset about the President’s Ukrainian phone call because he felt the President was subverting US foreign policy.

Note to Vindman: The President sets US foreign policy. Lieutenant Colonels do not.

The Obama administration, including all Obama’s appointees as Secretary of State, constantly used the State Department for “domestic political purposes”. The difference was that the State Department bureaucrats were not opposed to such purposes under Obama.

George Schultz, Secretary of State under Reagan, was noted for calling new state department recruits into his office before they went off for their first assignment. He had a globe on his desk and would ask them to point out which country they were going to be representing.

Inevitably, they would point to the country of their posting. Schultz would explode in a "No! dammit!" and point to the United States. "This is the country you will be representing and don't you ever forget it!"

Were any laws violated? No. Indeed, domestic politics influences foreign policy all the time and in a multitude of ways. And since the Constitution puts the President in primary charge of foreign policy, that necessarily means that the President’s domestic political considerations will influence foreign policy.

Bear in mind that there may have been no State Department employees who said no such things.
