A court case decided in Nixon’s time declared that the President doesn’t have the basic power to impound money voted by Congress.
I don’t have the text of the bill that granted the money.
Congress might have made its release dependent on Trump verifying a condition to be true in Ukraine.

A country buying weapons doesn’t act in the same way as me buying a McDonald’s hamburger.
The Ukrainian legislature would have to pass a bill authorizing money to buy the missiles.
Did it?
No US money would be forthcoming until a missile purchase contract is signed.
The US government isn’t going to just hand Ukraine money.
Most likely the Treasury would issue a check to the missile maker once a copy of the contract is in hand and the Ukrainian check has been delivered to the missile maker.
