yes, the quarter concept is used here. Also a carryover from European practice where most stores use that same concept.

Yes our Aldi’s uses the quarter in carts.

It results in all the carts neatly and safely in their cribs so the store need not hire cart boys, or have them strewn all over the lot. If someone does leave his cart, someone else will roll it back to collect the free quarter.
