We as in the United States? I’m Canadian and my impression has always been that legally immigrating to the United States was virtually impossible. Or took so long that you might as well give up on the idea.

As immigrants to the USA, Mark Steyn and Christopher Hitchens both had a famously hard time with the U.S. Immigration and Nauralization Service. Steyn agreed when Hitchens, riffing off of the Classical Roman playwright Terence, quipped that the motto of the INS should be, "Nothing Alien is Human To Me."
