I wish he could, but the Line Item Veto was ruled Unconstitutional.
They should have just told Congress they each get a Million Taxpayer Dollars for their pet causes with the rest of the Money being used ONLY for things related to the Coronavirus.
So what...most of what they do now is already unconstitutional. Fight it out in November.
