Vermont’s food scraps ban that starts July 1 is the last step in a multi-year process of reducing waste in landfills.
The Universal Recycling Law was unanimously passed by the state legislature in 2012 in response to the state’s stagnant recycling rates. According to a 2013 study, an estimated 50% of Vermonters' trash included recyclable or compostable materials, like food scraps and leaf and yard debris.
First, you need to find something to store the food scraps in. Morris recommended a large container with a lid, which can be recycled from something already on hand or bought from a hardware store. She said to empty it at least once a week, getting into the habit of taking it out or driving it to a drop-off site just like you would with normal trash and recycled materials.
There are three basic options for what to do with food scraps, according to Morris: compost them for yourself, hire a company to come pick it up from your home or take them to a drop-off site, like CSWD or Green Mountain Compost.

Vermont is dumb!!!!! In Florida, we have a separate day for yard debris pick up. Table scraps go into garbage not recycling. They are idiots up there. Of course, a garbage disposal can do the trick too. But to put it in recycling??? Dumb.
Most landfills are giant baggies. They were so concerned with groundwater contamination that the landfill today is just one contained bag of goo underground where things no longer rot away.

To make a non-stinky compost pile all you need to do is layer materials following this equation: 2/3rds brown vegetation to 1/3 green.
The green would be all your weekly table scraps, coffee grounds, and vegetable peelings (no meat or fat, please!). Just dump them into a gallon bucket. When full, start your layering. For the brown, natural hard wood mulch and shredded paper or torn cardboard boxes all work well. You should spread 2x as much of the brown as you add of the green. Eyeballing it is fine.
My husband drilled holes in the sides and bottom of an extra large plastic garbage pail to give greater air circulation and drainage for rain. I just keep layering week by week until it reaches the top. It takes about 10-12 months to compost down. Or you can just stack cement blocks in an open ended square or rectangle and layer and use center for the pile.
If you don’t have many food scraps, fresh green grass clippings also work for the green (not treated with herbicides!)
The trash can composts down in about 10-12 months. My garden loves the stuff!
